Bicycle gang
This motley bunch of lads are all on identical cycles. I would take a guess that they are hire bikes and they are on holiday. Going wild for a week at Butlins perhaps?
That's a real mountain in the background on the right. Surely not the UK seashore? The bikes all look new, and isn't it unusual for rental bikes that they all have lighting kits? All but one young man is in identical looking white shirts, and that young man could be Southeast Asian. The guide? Oddly, not one fellow appears to be wearing a wrist watch. What do you make of the vine covered building and the railings in the background?
I see what you mean about the background. With the mountain my first thought was Wales. The place does have a tropical feel about it though. If it is the fifties and a group of young blokes then the most likely is that they are on national service and in Malaya or Korea.
